An applicant tracking system is software that collects job applications, keeps them in one place, and helps a hiring team move candidates through stages.
The application record
An ATS links an application to a vacancy. The record can hold the CV, answers to application questions, messages, interview notes and the current stage. Members of the hiring team can then work from the same history instead of reconciling separate inboxes.
This is the core of the category described in Oracle’s ATS explanation. Additional capabilities differ: publishing vacancies, scheduling interviews and analysing hiring data may be built in or connected through other tools.
How an application moves through it
A candidate applies for a role. The team reviews the information, records the outcome of each assessment, and moves the application through its agreed stages. A stage records where the application stands; it does not explain the hiring decision on its own.
In Join, the pipeline documentation describes fixed application and offer stages with custom steps between them. Moving a candidate to another stage does not, by itself, send that person a message. That distinction matters when deciding who owns the next reply.
ATS, recruitment CRM and HRIS
The systems organise different work. A recruitment CRM supports relationships with potential and past candidates, including people without an active application. An HRIS holds employee records. An ATS centres on the application and hiring process. Products can combine these functions.

What the software leaves to the employer
The team still defines relevant criteria, evaluates evidence and communicates decisions. Putting records in an ATS does not establish that a criterion is fair or that personal data may be kept indefinitely. Those choices belong to the recruitment process and its data-protection responsibilities.
