Tasks
- Lead and manage group-level procurement operations across all subsidiaries
- Develop and implement centralized procurement strategies, policies, and procedures
- Establish and enforce procurement governance, approval matrix, and compliance controls
- Perform cost estimation, benchmarking, and pricing analysis to support projects and investments
- Prepare, review, and negotiate contracts and agreements at group level
- Manage supplier sourcing, prequalification, evaluation, and performance management
- Build and maintain a preferred supplier list and strategic partnerships
- Lead tendering processes (RFP/RFQ), bid evaluation, and award recommendations
- Ensure timely procurement and delivery aligned with project schedules
- Monitor and control procurement budgets, identify savings opportunities, and drive cost optimization initiatives
- Collaborate with project, finance, legal, and technical teams across companies
- Utilize and enhance ERP systems to fully integrate procurement with finance, projects, and reporting
- Develop and track procurement KPIs and reporting dashboards at group level
- Ensure full compliance with governance, policies, and audit requirements
Requirements
- Proven experience in procurement within real estate development and/or contracting environments
- Strong background in pricing, cost control, budgeting, and commercial management
- Solid experience in contracts, negotiations, and supplier management
- Experience working at a group or holding level or managing procurement across multiple entities is highly preferred
- Hands-on experience with ERP systems (Oracle, SAP, Odoo, or similar) with strong process understanding
- Strong knowledge of construction materials, sourcing strategies, and supply chain dynamics
- Experience in managing tendering processes (RFP/RFQ), bid evaluation, and vendor selection
- Ability to establish and enforce procurement policies, governance, and approval frameworks
- Excellent negotiation, communication, and stakeholder management skills
- Highly organized, analytical, and results-driven with strong commercial mindset
- Bachelor’s degree in a relevant field (Engineering, Supply Chain, Business, or similar)
