Role Overview:

The Founding Executive Director (CEO) will be the primary MAS-facing officer of Infra One Singapore and a statutory Board member. The role combines entrepreneurial responsibility for launching a new regulated entity with regulatory accountability for ongoing MAS compliance.

About Allocator One and Infra One:

Infra One is Allocator One’s platform subsidiary, created to host and operate funds for emerging General Partners. Infra One provides an umbrella structure that combines fund management, administration, and compliance oversight, allowing new managers to operate under a robust regulated environment without needing to establish their own AIFM.

With active platforms in the EU, UK and US, and new initiatives in Asia, Infra One now intends to establish a licensed fund management entity in Singapore under the MAS Venture Capital Fund Manager (VCFM) regime.

Allocator One is a European AIFM, licensed and supervised by the Austrian FMA. It manages alternative investment funds under the EU’s AIFMD framework.

Our Next Chapter: Singapore

Infra One Singapore will be incorporated and licensed from the ground up. It will operate as a Capital Markets Services (CMS) licensed fund manager restricted to venture capital funds under MAS regulations. The entity will:

  • Host multiple venture funds for external GPs under a single platform.
  • Ensure compliance with MAS Notices (AML/CFT, risk management, business conduct).
  • Provide governance and reporting standards equivalent to institutional AIFM platforms in Europe.

The successful candidate will work with Allocator One’s European leadership to incorporate the entity, submit the CMS license application, build governance structures, and act as MAS-approved Executive Director from inception.

Tasks

Licensing and Regulatory Liaison

  • Lead the VCFM CMS license application with MAS, including drafting and submitting the regulatory business plan, compliance manual, AML/CFT framework, and fit-and-proper declarations.
  • Serve as primary liaison with MAS, responding to all regulatory queries during the application and on an ongoing basis.
  • Ensure full compliance with MAS Notices and Guidelines applicable to VCFMs (including SFA04-N02 on AML/CFT, Guidelines on Licensing, and Business Conduct obligations).

Governance and Oversight

  • Act as Executive Director on the Board, discharging fiduciary duties and ensuring MAS corporate governance standards are upheld.
  • Implement internal controls across investment management, compliance, and risk functions.
  • Approve and supervise any outsourcing arrangements, consistent with MAS Outsourcing Guidelines.

Risk and Compliance

  • Establish and maintain the platform’s risk management framework, covering portfolio risks, operational risks, and business continuity.
  • Appoint and supervise the Compliance Officer and AML Officer, ensuring effective monitoring, regulatory filings, and suspicious transaction reporting.
  • Report material breaches or significant issues to the Board and MAS in a timely manner.

Platform and Fund Management

  • Oversee the launch and operation of hosted venture funds, ensuring each complies with MAS rules on investor eligibility (accredited and institutional investors only).
  • Ensure fair treatment of investors, adequate disclosure, and proper valuation and reporting processes for all funds.
  • Supervise service providers (fund administrator, custodian, auditor, tax advisor) to ensure standards are met and oversight responsibilities discharged.

Requirements

Mandatory (per MAS):

  • Minimum 10 years’ relevant experience in venture capital, private equity, or fund management.
  • Senior leadership or board-level role in a regulated financial services entity.
  • Resident in Singapore, available full-time to act as MAS-approved Executive Director.
  • Meets MAS fit and proper criteria (integrity, competence, financial soundness).

Preferred:

  • Prior experience leading a licensed CMS entity in Singapore or comparable jurisdiction.
  • Strong working knowledge of MAS regulatory framework for fund managers (VCFM regime, SFA requirements, AML/CFT obligations).
  • Demonstrated ability to build fund management infrastructure and engage with regulators.
  • Experience supporting fund managers with investor relations, reporting, and governance.

Regulatory & Residency Obligations:

  • The Executive Director must be ordinarily resident in Singapore and devote full-time attention to this role.
  • MAS will review and approve the appointment under the fit-and-proper test, including personal integrity, professional competence, and financial soundness.
  • Other appointments or board roles must not conflict with or compromise the Executive Director’s MAS duties.

  • Base Salary: Competitive with MAS-facing Executive Director benchmarks in Singapore (SGD 150,000–200,000 annually, depending on experience).
